In order to attract the youth to work in Taiwan, the National Development Council (NDC) has formulated the “Action Program to Encourage Foreign Graduates and Oversea Chinese Graduates to Work in Taiwan” and established the “points- and quota-based mechanism”. This “points- and quota-based mechanism” has been implemented from July1, 2014. Factors include degree, monthly salary, work experience, qualifications, Mandarin Chinese language skill, foreign language skill, residence in foreign country and government policy. If points exceed 70, foreign graduates get work-permit to work in Taiwan. Now foreign students graduate from Taiwanese universities can choose to use either the newly start “points- and quota-based mechanism” or the original single wage-level threshold to work in Taiwan. This new policy also provides enterprises another means to hire foreign talents they need.
