Title: Establishment Directions for Administrative Supervision Task Force on Government-Donated Foundations Ch

Content: 1.  For the purposes of strengthening administrative supervision over the planning, coordination and promotion of government-donated foundations, the Executive Yuan (hereinafter referred to as the “Yuan”) establishes an administrative supervision task force on government-donated foundations (hereinafter referred to as the “Task Force”).
The term “government-donated foundations” mentioned in the preceding paragraph refers to foundations whose annual budget statement must be submitted to the Legislative Yuan for deliberation pursuant to Paragraph 4, Article 41 of the Budget Act and the Legislative Yuan’s resolution.
2.   Missions of the Task Force shall be as follows:
(1) Reviewing the general administrative rules governing the administrative supervision mechanism for government-donated foundations.
(2) Promoting tasks relating to the administrative supervision of government-donated foundations.
(3) Coordinating and providing consultation regarding the administrative supervision mechanism for government-donated foundations.
3.   The Task Force shall have a convener, to be served concurrently by the minister of Research, Development and Evaluation Commission of the Yuan; a deputy convener, to be served concurrently by the deputy director-general of the Directorate-General of Budget, Accounting and Statistics of the Yuan, and 13 to 15 members. The convener and deputy convener shall be ex-officio members, while the rest of the members shall be assigned (appointed) by the Premier from among the following for a term of two years:
(1) Deputy Secretary-General of the Yuan.
(2) Deputy Minister of the Ministry of the Interior.
(3) Deputy Minister of the Ministry of Education.
(4) Deputy Minister of the Ministry of Justice.
(5) Deputy Minister of the Ministry of Economic Affairs.
(6) Deputy Minister of the Directorate-General of Personnel Administration of the Yuan.
(7) Deputy Minister of the Department of Health of the Yuan.
(8) Deputy Minister of the Council of Agriculture of the Yuan.
(9) Three to five scholars and experts.
If deemed necessary, the Task Force may invite deputy heads of second-tier agencies under the Yuan who are not members of the Task Force to attend the meetings.
4.  The staff operations of the Task Force shall be handled by the Research, Development and Evaluation Commission of the Yuan.
5.  The Task Force shall establish under its jurisdiction personnel, finance, performance evaluation and legal affairs teams, with the members appointed by the convener as team leaders to take charge of team-related matters. 
The responsible agencies for the teams mentioned in the preceding paragraph shall be the Directorate-General of Personnel Administration of the Yuan, the Directorate-General of Budget, Accounting and Statistics of the Yuan, the Research, Development and Evaluation Commission of the Yuan, and the Ministry of Justice, respectively. Teams shall submit reports on subject matters they have discussed to the Task Force for reference.
6.  The Task Force members shall meet once every six months or whenever necessary.
The Task Force meetings shall be chaired by the convener or the deputy convener in the absence of convener. Members who are representatives of government agencies may appoint a deputy to attend the Task Force meetings on their behalf.
7.  If deemed necessary by the subject matter under discussion, the Task Force may invite representatives of relevant agencies, foundations, or experts in other sectors to attend the Task Force meetings. 
8.  All members and staff of the Task Force shall be unpaid positions.
9.  Decisions made by the Task Force will be directed to relevant agencies for execution. Major decisions made by the Task Force shall in addition be reported to the Yuan for approval.
10.  Funds required for the operations of the Task Force shall be covered by the relevant budget prepared by the Research, Development and Evaluation Commission of the Yuan.
