1. Purpose These Regulations are specially formulated to govern the application and issuance of visas pursuant to Article 14 of the Act for the Recruitment and Employment of Foreign Professionals.

2. Eligibility and Visa Conditions Foreign professionals who engage in remote work via digital means, who do not provide labor services to business entities or employers within the territory of the State (Republic of China), and who meet certain criteria announced by the National Development Council, may apply—along with their spouses, minor children, and adult children who are unable to care for themselves due to physical or mental disabilities—to the Ministry of Foreign Affairs (MOFA) or overseas missions for the issuance of a stay visa.

This visa shall be valid for six months, permit multiple entries, allow a duration of stay of six months, and shall not contain any remarks restricting extension or other conditions.

If there is a need to continue staying after entering the country, an application for extension may be submitted to the National Immigration Agency of the Ministry of the Interior before the duration of stay expires. Each extension shall not exceed six months, and the applicant is exempt from leaving the country to apply. The total cumulative duration of stay shall not exceed a maximum of two years.

3. Required Documents and Review Process Applicants applying to MOFA or overseas missions in accordance with the preceding provision shall submit the following documents:

(1) A Visa Application Form for the Republic of China (Taiwan).

(2) A foreign passport with a validity of at least six months.

(3) Documents proving engagement in remote work via digital means, compliance with the specific criteria mentioned in the preceding provision, and other required documents (as specified in the attached table).

Note on Review: For the review of the remote work via digital means and compliance with the specific criteria mentioned in Item 3 of the preceding paragraph, MOFA or the overseas mission shall consult and look for the assessment/opinions of the National Development Council.
