Content:
1. The Executive Yuan (hereinafter referred to as the “Yuan”) establishes these Directions to ensure that the Premier’s directives or instructions are being implemented by the subordinate agencies, municipal governments and county (city) governments (hereinafter referred to as the “responsible agencies”) efficiently.
 
2. Premier’s directives and instructions are classified as follows for follow-up supervision purpose:
(1) Directives given by the Premier during the Yuan meetings.
(2) Instructions given by the Premier during inspection tours.
(3) Promises made by the Premier during the Legislative Yuan briefing sessions.
(4) Municipal, county (city) infrastructure projects promised by the Premier.
(5) Other directives or instructions of the Premier.
 
3. Except for promises made by the Premier during the Legislative Yuan brief sessions, the Yuan or the Research, Development and Evaluation Commission of the Yuan(hereinafter referred to as “RDEC”) will notify the responsible agencies to implement the Premier’s directives or instructions by issuing a task table.
For promises made by the Premier during the Legislative Yuan briefing session, the Yuan will inform the responsible agencies to implement and at the same time, notify RDEC to supervise the progress.
If a responsible agency deems that the tasks given according to the preceding two paragraphs need adjustment, the responsible agency shall, within 3 days upon receiving the task table, report to the Yuan or RDEC for task adjustment.

4. The Yuan or RDEC will assign importance levels to Premier’s directives and instructions, and denote it in the supervision operational system and task table.
The importance levels mentioned in the preceding paragraph are classified by the following principles:
(1) Top priority
a. Tasks for which the Premier has given specific instruction on completion date.
b. Seasonal issues that the Premier is concerned of.
c. Tasks having a bearing on people’s life, property or safety.
d. Directives or instructions pertaining to regulatory promulgation, amendment or annulment.
e. Directives or instructions pertaining to formulation or revision of measures, programs or plans.
(2) Second priority
a. Directives or instructions pertaining to production of report.
b. Directives or instructions pertaining to inquiry or supervision cases.
c. Tasks relating to research, discussion or feasibility assessment.
d. Directives or instructions pertaining to strengthening or improving the prevailing measures.
(3) Third priority
a. Tasks pertaining to propagation or public advocacy.
b. Tasks pertaining to education and training.
c. Routine tasks.
d. Tasks other than those mentioned in the preceding two subparagraphs.
Responsible agencies shall give priority to implementing Premier’s directives or instructions with higher level of importance.

5. Except for promises made by the Premier during the Legislative Yuan briefing sessions, responsible agencies shall set a reasonable deadline for completing the tasks set out in accordance with Premier’s directives or instructions upon receiving the task table.
Responsible agencies should set with prudence the completion deadline referred to in the preceding paragraph in view of the nature or difficulty of the tasks directed or instructed by the Premier. If deemed necessary, RDEC may consult with a responsible agency regarding adjustment of the set deadline.
If a task promise made by the Premier in a Legislative Yuan briefing session has a completion deadline, the responsible agency should send a reply to the inquiring legislator in accordance with the promised deadline. If there is no such promised deadline, the responsible agency should send a reply to the inquiring legislator in 20 days from the issue date of the Yuan’s notice letter. However if the task is of complex nature or for some other reasons the responsible agency cannot complete the task before the specified deadline, the responsible agency shall first send a reply to the inquiring legislator explaining the reasons for the delay, and keep the inquiring legislator updated of the progress.

6. The research and evaluation departments of the responsible agencies shall monitor the implementation progress of the Premier’s directives or instructions, supervise the operating department to submit the implementation progress report according to the deadlines and present a supervision report in important agency meetings or to the head of agency for signature.

7. If a responsible agency is unable to complete a directive or instruction of the Premier before the specified deadline, the responsible agency may, except for promises made by the Premier during the Legislative Yuan briefing sessions, submit a report no later than seven days before the specified deadline to the Yuan and request for approval of extension of deadline, and forward the Yuan’s decision to the RDEC. The deadline may be extended once only.

8. RDEC shall monitor the implementation progress of the Premier’s directives or instructions regularly and present a report in important Yuan meetings or submit it to the Premier. If deemed necessary, RDEC may conduct site visit to check on tasks behind schedule.
For Premier’s directives or instructions with date of completion to be due soon, RDEC shall, within 10 days before the specified deadline, send reminders to the responsible agencies through the supervision operational system.

9. The supervision status of Premier’s directives or instructions is classified into “supervision released”, “self-supervision”, “combined supervision” and “ongoing supervision.”
The determination criteria for the supervision status in the preceding paragraph are as follows:
(1) Supervision released
a. The directive or instruction pertains to regulatory promulgation, amendment or annulment and the promulgation, amendment or annulment has been approved.
b. The directive or instruction pertains to formulation or revision of a measure, program or plan, and the measure, program or plan has been approved.
c. The directive or instruction pertains to production of report and the report has been submitted by the responsible agency and approved by the Yuan.
d. The directive or instruction pertains to an inquiry or supervision case and a reply has been submitted by the responsible agency and accepted by the Yuan. 
e. The directive or instruction pertains to other matters and the matter has been duly completed by the responsible agency.
f. The directive or instruction cannot be completed due to change of circumstances and the Yuan has agreed to the discontinuation of the task.
(2) Self-supervision
a. The directive or instruction pertains to a routine task that has achieved certain results for the stage and will continue.
b. The directive or instruction pertains to propagation, public advocacy, education or training and the task has started.
(3) Combined supervision: For directives or instructions of similar nature that fall under the same supervision category, tasks with narrower scope are combined into tasks with wider scope for supervision, and new tasks are combined into existing tasks for supervision.
(4) Ongoing supervision: For tasks where the status of implementation by responsible agencies does not fit the descriptions in the preceding three subparagraphs.
Where more than one responsible agency are involved in a same task directed or instructed by the Premier, and some of the responsible agencies meet any situation described in Subparagraph 1 to Subparagraph 3 of the preceding paragraph, supervision released, self-supervision or combined supervision may be carried out for different agencies.

10. Matters regulated by these Directions shall adopt a computerized operational system. Responsible agencies shall upload the progress monitoring report regularly onto the system before the specified deadline, and promptly update the progress report when a check point is reached.

11. At the end of each year, RDEC may suggest agencies that have given outstanding performance in implementing the tasks directed or instructed by the Premier to reward their meritorious staff.
Except for promises made by the Premier during Legislative Yuan briefing sessions, if a task directed or instructed by the Premier has had its completion deadline extended according to Point 7 herein but the responsible agency still did not complete the task by the extended deadline, the responsible agency shall, within three days after the extended deadline, report to the Yuan the latest progress of the task, reasons for delay in completion, expected completion date, and disciplinary action to be meted out against negligent staff, and send a copy of the report to RDEC.
If a task promised by the Premier during the Legislative Yuan briefing session is still not completed 10 days past its specified deadline, except for the situation described in the proviso in Paragraph 3 of Point 5 herein, the responsible agency shall, in three days upon receiving a reminder from RDEC, submit a report to the Yuan in accordance with the preceding paragraph.

12. These Directions shall apply mutatis mutandis to the supervision of directives and instructions of similar nature of the President and the Vice President.

13. Responsible agencies may supplement or promulgate their operational directions with reference to these Directions.
