Title: Directions for Administrative Performance Management for the Agencies under the Executive Yuan Ch

Chapter I  General Principles
 
1. The Executive Yuan has issued these Directions to improve administrative performance management for cabinet ministries, commissions, councils, directorates-general, offices, administrations, departments, the National Palace Museum, provincial governments, and provincial consultative councils (all hereinafter referred to as “the Agencies”).
 
2. The definition of terms used in these Directions shall be as follows: 
(1) Administrative performance management: The establishment of medium-term administrative plan, annual administrative plan, and annual administrative performance assessments.
(2) Medium-term administrative plan: A four-year comprehensive strategic plan  with policy objectives and key strategic goals established by each agency according to its functions and responsibilities. The plan should incorporate the President’s governing philosophy and the Premier’s administrative objectives.
(3) Annual administrative plan: An annual comprehensive strategic plan established by each agency, in accordance to annual administrative direction of the Executive Yuan, key strategic goals of the medium-term administrative plan, and shared goals of the Agencies.
(4) Key strategic goals: Major administrative goals established by each agency, to be achieved in the next four–year period based on the agency’s vision and administrative objectives.
(5) Common goals: Administrative goals established by the Executive Yuan to be achieved by each agency consistent with common administrative objectives.
(6) Annual administrative performance assessment: Administrative performance evaluation conducted by each agency, based on the implementation progress of key strategic goals and shared goals of the annual administrative plan.
 
Chapter II Establishment of the Medium-Term Administrative Plan
 
3. The Agencies shall review and update the medium-term administrative plan annually.
 
4. The head or deputy head of the Agencies shall assemble internal departments and affiliate agencies to draft the medium-term administrative plan, by monitoring the implementation progress with maximum participation, and report to the Executive Yuan according to the schedule stipulated by the Research, Development and Evaluation Commission (hereinafter referred to as the “RDEC”).
The above procedures can be completed in consultation with scholars, experts, affiliate agencies or organizations.
 
5. The RDEC shall jointly review medium-term administrative plans submitted by each agency to the Executive Yuan with the Directorate-General of Budget, Accounting and Statistics of the Executive Yuan (hereinafter referred to as the “DGBAS”) and other relevant agencies.
Each agency shall revise the original draft plan according to the review results, the RDEC shall compile and submit the draft plans at the Executive Yuan Council.
 
6. Each agency shall publish its medium-term administrative plan on its website within two weeks of plan approval at the Executive Yuan Council.
Chapter III Establishment of the Annual Administrative Plan
 
7. The Agencies shall draft an annual administrative plan and budget in concurrent with the progress of the medium-term administrative plan, and report to the Executive Yuan according to the schedule stipulated by the RDEC.
The above procedures can be completed in consultation with scholars, experts, affiliate agencies or organizations.
The Agencies shall conduct preliminary planning for the annual administrative plan in accordance with the relevant directions regarding public construction, technological development, and key social development.
 
8. The annual administrative draft plan submitted by the Agencies to the Executive Yuan shall be jointly reviewed by the RDEC, DGBAS and other relevant agencies.
Following the revision of the draft plan according to review results, the RDEC shall compile and submit draft plans at the Executive Yuan Council.
Ensuing the approval of said draft plan by the Executive Yuan, the Executive Yuan shall submit the plan along with the Central Government General Budget Proposal to the Legislative Yuan.
 
9. The Agencies shall revise the annual administrative draft plan in accordance with the resolutions of the Legislative Yuan. The RDEC shall compile and include the draft plans in the annual administrative plan of the Executive Yuan.
The Executive Yuan shall submit said plan to the President, and the Agencies shall publish the plan on their websites within two weeks.
 
Chapter IV Annual Administrative Performance Assessment
 
10. The Agencies shall analyze and assess the progress of key strategic goals and common goals of the annual administrative plan item by item, and compile an annual administrative performance report.
 
11. The Agencies shall submit the annual administrative performance report to the Executive Yuan before March 7 following the end of the calendar year. The RDEC, DGBAS, and relevant agencies shall jointly conduct an overall analysis.
The RDEC may invite scholars and experts to participate in the overall analysis process, and conduct on-site inspections by sampling when necessary.
 
12. Ensuing the approval of the annual administrative performance by the Executive Yuan, the Agencies shall:
(1) Publish the report on their website within two weeks.
(2) Reward relevant staff of the Agencies (units), or take disciplinary actions when necessary.
 
Chapter V Supplementary Provisions
 
13. The RDEC shall consult with the Agencies to compile an Administrative Performance Management Operational Handbook.
The RDEC shall stipulate operation directions for editing and deliberation of the Agencies’ administrative plans.
