1.   The Operational Directions are set forth to urge the supervising agencies to carry out performance evaluation of government-donated foundations (hereinafter referred to as the “foundations”).

The term “foundation” mentioned in the Operational Directions is defined in Paragraph 2, Point 1 of the Establishment Directions for Administrative Supervision Task Force on Government-Donated Foundations.

2.   Starting 2012, the supervising agencies shall require the foundations to submit their annual goals before March 31 each year and carry out annual performance evaluation of the foundations upon the conclusion of their annual tasks.

The annual goals in the preceding paragraph may be described in the section of annual work plan or directions stated in the foundation’s annual budget statement or the supervising agencies may require the foundations to submit their annual goals in a format prescribed by the supervising agencies.

3. Starting 2013, the supervising agencies shall complete the performance evaluation described in the preceding point before May 31 each year and include the evaluation results in the administrative supervision report.

4. The supervising agencies may use the results of performance evaluation as reference for the appointment (assignment) of foundation directors (supervisors), staff adjustment, or future subsidies (sponsorships) for the foundation.
