1. The editing and deliberation of medium- and long-term individual projects of subordinate ministries, commissions, councils, banks, directorates-general, offices, departments, museums, (hereinafter referred
to as “Agencies”) of the Executive Yuan shall be conducted in accordance with these Directions.
2. The medium- and long-term individual projects of Agencies mentioned in the following Directions shall refer to projects of more than two years, established on the basis of Executive Yuan’s policy guidelines, the
long-term national development goals, the medium-term national development plan, the Agencies’ medium-term administration plans, and of other key administrative initiatives.
While formulating the medium- and long-term individual projects, each agency shall take into consideration the nature of its functions, budget requirement, and the significance of the projects. For projects related
to major policies or involving a number of agencies’ functions, the applying agency shall submit the projects to Executive Yuan for approval. For less-complicated projects or projects made for agency’s routines, the agency in charge may approve the project
at its sole discretion.
3. The medium- and long-term individual projects are divided into the following categories:
(1) Social development projects: Forward-looking, innovative projects of significance set to prevent and/or solve social problems and to facilitate social development.
(2) Public construction projects: Critical projects for public constructions that meet the need for national development.
(3) Technological development projects: Projects in alignment with national major policies for technological and industrial development.
For projects requiring Executive Yuan’s approval, their categories should be defined by Executive Yuan.
4. The formulation of medium- and long-term individual projects shall meet the following requirements:
(1) With national development plan as the fundamental guideline, the individual project should be formulated under the administrative plans of each agency.
(2) The budget for each individual project shall fall within the medium-term allocable amount determined by the medium-term resource allocation guideline. The applying agency shall enhance its financial planning. For
self-liquidating projects, self-liquidation ratio should be clearly stated. Each individual project shall contain a solid financial plan and encourage private-sector participation.
(3) The planners shall take into consideration the agency’s resources and capacity, check resources availability in advance, conduct analysis for internal and external trend and market status, establish specific goals,
evaluate funding and financing options, and the feasibility of private-sector participation. Each individual project shall have corresponding strategy, methodology, implementation plan, and budget requirement for each phase (year).
(4) For projects requiring Executive Yuan’s approval, the applying agency shall submit the individual project together with other ongoing projects and projects under deliberation, as well as their corresponding budget
details to Executive Yuan.
5. Medium- and long-term individual projects, unless otherwise prescribed by laws or regulations, shall include the following:
(1) Background information
(2) Objectives: With clear description and specific, measurable performance indicators. Where applicable, objectives should be indicators with outcomes and/or impacts.
(3) Review of existing relevant policies and projects
(4) Implementation strategies and methods
I. Main tasks
II. Implementation strategies for each phase (year)
III. Action plan (steps) and division of labor
(5) Phases and resource requirements
I. Project phases
II. Budget sources and basis for calculation
III. Budget requirements (including breakdown for each year) in comparison with the budgetary estimate of the medium-term allocable amount
(6) Expected effect and influence (e.g., cost-benefit ratio of economic or social benefits, cost-benefit analysis by year, etc.).
(7) Financial plan(e.g., net present value, internal rate of return, self-liquidating ratio, etc.).
(8) Supplementary provisions
I. Risk management
II. Matters requiring cooperation of relevant agencies or public participation
III. Self-assessment checklist for medium- and long-term individual projects (See appendix 1) and Gender Impact Assessment (See appendix 2)
IV. Other relevant matters
Gender impact assessment shall be conducted for medium- and long-term individual projects. Based on the type of gender impact of the project, the individual project shall set goals, performance indicators, evaluation
standard and target for its gender impact as prescribed in the second subparagraph of the Paragraph 1.
Based on the nature and needs of each medium- and long-term individual project, agencies shall set regulations for the following:
(1) Medium- and long-term individual projects that require cross-agencies cooperation shall define cross-agencies performance indicators as stated in the second subparagraph of the Paragraph 1.
(2) To improve self-liquidating ratio, medium- and long-term individual projects shall include an overall framework with financial plan, and be implemented according to relevant deliberative procedures.
(3) Medium- and long-term individual projects shall assist in elevating the nation's adaptability to climate change and include concepts of net zero emissions and sustainable development. Such projects shall give priority
to Taiwan's Pathway to Net Zero Emissions in 2050, net zero technology plans, 12 Key Strategies for net zero transition, Taiwan's sustainable development goals, and energy saving- and carbon reduction-related indicators. Projects related to the 12 Key Strategies
for net zero transition shall be handled according to the following rules:
I. Project contents must correspond to the Pathway to Net Zero Emissions.
II. Propose a clear method for evaluating net zero benefits and estimated value.
III. Describe related performance indicators and expected effects and influences, and track subsequent implementation performance. Goals for each stage of the key strategies for net zero transition must be included
according to the project period.
IV. Monitor the development and implementation of net zero technologies, increase the project's overall contribution to carbon reduction, and guide the net zero transition of public and private sectors.
V. Include just transition work into planning.
VI. Truthfully fill out the net zero transition self-evaluation form (see Appendix 3) for medium- and long-term individual projects.
(4) Medium- and long-term individual projects that involve space planning shall include vector graphic files with geographic coordinates and explanations. Projects that involve procurement and/or construction of government
offices shall bring in the notion of restoring unused spaces, reviving idle facilities, and fostering development cooperation with private sectors.
(5) Medium- and long-term individual projects that consist partially or entirely of public construction works or of housing structures shall be handled according to the following rules:
I. Public construction projects should be planned comprehensively, including overall planning of system functions, effective and reasonable allocation of public construction resources, and the sustainable development
of the construction industry's implementation capabilities.
II. Understand the project's goals, review the positioning and functions of works, propose appropriate construction standards accordingly, and implement the construction standards in each stage of the public work or
housing structure life cycle.
III. Housing structures must be planned as nearly-net zero emissions buildings in coordination with the net zero transition policy.
IV. Include sustainable public works, accessible environment, and universal design concepts and describe expected results and influences in terms of environmental protection, energy conservation and carbon reduction,
and response measures for the aging population. An operation and maintenance plan must also be proposed.
V. Major development projects must pay attention to the prevention of land subsidence.
(6) Medium- and long-term individual projects shall include their expected results and impact on eco-environmental protection, energy conservation, carbon emission reduction, and how they can respond to the challenges
of an ageing society. Besides, the applying agency shall propose corresponding operational management plan.
(7) Protective measures to ensure information and communication security shall be included in medium- and long-term individual projects that involve information system.
(8) For succeeding medium- and long-term individual projects, detailed performance assessment for its preceding projects and review of existing, relevant policies and projects shall be conducted, as stipulated in the
third subparagraph of Paragraph 1.
6. The deputy agency head or his/her authorized representative shall assemble relevant units to conduct self-assessment for the medium- and long-term individual projects, and submit the assessed projects to the agency
head or Executive Yuan for approval three months before the pre-implementation review of annual budget plans. However, projects in response to the urgent need of major policies may be exempt from the time limit set forth above.
The reporting procedure may be performed through online editing and deliberation.
7. For medium- and long-term individual projects that require Executive Yuan’s approval, the division of labor for the deliberation procedures shall be as follows:
(1) Social development projects and public construction projects: The National Development Council (hereinafter referred to as the “NDC”) shall jointly deliberate these projects with the Ministry of Finance, the Directorate-General
of Budget, Accounting and Statistics of the Executive Yuan (hereinafter referred to as the “DGBAS”), and other relevant agencies before reporting to the Executive Yuan for approval.
(2) Technological development projects: The National Science and Technology Council (hereinafter referred to as the “NSTC”) shall jointly deliberate these projects with the Ministry of Finance, the DGBAS, and relevant
agencies before reporting to the Executive Yuan for approval.
(3) The following cases shall be submitted to the Executive Yuan for deliberation and approval:
I. Social development projects and public construction projects proposed by the NDC and its subordinate agencies.
II. Technological development projects proposed by NSTC and its subordinate agencies.
8. The deliberation of medium- and long-term individual projects shall include the following:
(1) Requirements: policy instructions, public opinion, public sentiment and response.
(2) Feasibility: Feasibility of project goals, net zero emissions, sustainable development, energy conservation, environment, finance, technologies, manpower, and operation/maintenance management; social engagement;
and the effectiveness of policy communication.
(3) Coordination: accountability, division of labor, and coordination of relevant projects.
(4) Results (benefits): social effect, economic benefit, financial benefit, benefit-cost ratio, and the performance of its preceding projects.
(5) Impact: impact on national security, social economy, natural environment, and gender issues.
If the medium- or long-term individual project is related to Taiwan's Pathway to Net Zero Emissions in 2050, net zero technology plans, and/or the 12 Key Strategies for net zero transition, the project's key performance
indicators and implementation strategies, alignment with goals for each stage and key strategies of net zero transition, and the completeness of just transition procedures and contents shall be examined.
9. Medium- and long-term individual projects shall be revised if any of the following arises:
(1) Original project is difficult to be implemented due to changes in medium- or long-term administration goals and strategies.
(2) Original project must be adjusted in response to organizational restructure or changes of agency’s mission.
(3) Changes of major works or the need for budget increase.
(4) Serious delays or changes of the overall schedule.
(5) The goals of original project cannot be achieved due to budget cuts.
(6) Original project must be adjusted in response to force majeure.
Public construction projects with problems stated in the third subparagraph above may only be proceeded after proper adjustment.
10. To revise medium- and long-term individual projects, the agency in charge shall provide relevant information of the original project and the following to the competent authority:
(1) Review of situation changes
(2) Re-assessment of needs
(3) Review of project and budget implementation
(4) Reasons for revising the project. For projects that involve delays or budget increase, the agency in charge shall explain reasons, identify accountability, and propose countermeasures.
(5) Revision goals (including corresponding performance indicators, evaluation standard and target)
(6) Revised content, implementation projects for each year, and resource requirements.
(7) Comparison tables for content before and after revision.
11. Medium- and long-term individual projects shall be terminated if any of the following arises:
(1) The original project cannot be continued due to organizational restructure or changes of agency’s mission.
(2) There is no need to implement the original project, or the original project cannot be implemented due to changes in circumstances.
12. The revision and termination of individual projects shall follow the provisions set forth in Article 9, Article 10, and Article 11, and be implemented in accordance with the provisions of Article 6.
13. Medium- and long-term individual projects shall be included in administration plans. Performance review shall be conducted on an annual basis; projects may be revised or terminated if necessary. Projects not included
in administration plans should not be submitted and reported as medium- and long-term individual projects.
After completing a medium- or long-term individual project, the agency in charge shall prepare a performance review report and submit it to the competent authority for inspection and reference. The review process may
be performed through online editing and deliberation.
Operational performance evaluation for medium- and long-term individual projects categorized as public construction projects shall be conducted by the agency in charge at an appropriate time during operation period.
The results of the performance review from the last two paragraphs above will serve as important reference for deliberation procedure, pre-implementation review of annual budget plans, and for resetting priority of
resources allocation. Based on the significance of each project, the NDC may conduct re-evaluation on various aspects of selected projects at an appropriate time. The result of re-evaluation serves as a reference for further review and revision.
14. Before submitting medium- and long-term individual projects to the competent authority for approval, which shall be implemented in accordance with the provisions of Article 6, the applying agency shall register
the projects and fill in the information form on Executive Yuan’s information system for project management; the information form shall be attached when submitting the projects. When the projects are approved, revised, or terminated, the agency in charge shall
publish relevant information on its official website and on Executive Yuan’s information system for project management.
15. The editing and deliberation procedure of medium- and long-term individual projects conducted by municipal and county (city) governments may be stipulated separately with reference to these Directions. |
